Hi, I'm Cholo. I started this blog last August 2009. I know most people look at BIR as a corrupt agency but contrary to many, i have come to understand that the BIR was formed with an honorable goal to help our country.
The BIR as an institution I believe with all certainty was created with that noble intention to support our Government in its quest in building a better nation.  With the hope to improve the lives of the citizens it serves. A better Philippines.

Hi. I’ve read in one of your responses, that the “digitized” pvc-type TIN card… has long been discontinued. Now here are my questions: 1) When was it officially discontinued? 2) Why is it that some establishments (e.g. banks) are still looking for the new digitized TIN card? 3) Didn’t BIR made any official announcement for establishments to honor the TIN card made of cardboard? Thanks. Hoping for your quick reply.

hi dixzie,
the BIR doesn’t actually process 2316 certificate. It is certified and done by employers because they are the one who are withholding tax from their employees. The BIR offices can provide these forms but it will be the employer who will fill it out and attest to the correctness of the information in the 2316.

Hi Nastasha, I believe so. You can file your application personally at the 7th floor of the National Office of the BIR in Diliman. Submit your resume and letter of application.

digitized TIN ID? do you mean a PVC type TIN Card? the BIR has long discontinued this and presently prints these TIN Cards in cardboard type of paper. It will be the taxpayers who will place their pics and laminate it.

Hid Mark, if you have an old copy of this 2316 certificate. You will see that the one attesting to this certificate is you employer not the BIR. Under the substituted filing policy of the Bureau. The employers are the ones who will certify the said certificate 2316 since they are the one’s who actually withheld and remitted your tax. Please note they don’t send any copy to the BIR of your 2316. They file it thru another form if I’m not mistaken the 1604CF with list of the employees they withheld these taxes. Anyway, you have the right to demand this from your employer since they have your records and they are the one’s who should attest to said certificate 2316. should they fail or refuse to give you this. You can file a formal complaint with RDO who has jurisdiction over the address of the said employer.

Good Morning Sir, Ask ko lng is there any other way para makakuha ng BIR 2316? aside from getting from previous employer? Ang tagal kasi nila ibigay eh at kailangan ko po yun kaagad..

Hi Gemma, I can’t really say if they will allow scanned copy of 1905. what i know is that they require you to fax the said form to the registration section of RDO 40. Anyway, heres their contact number 373-3759. Look for Pura Niles. with regards to tax exemption you are entitled to this if you have filed 1902 update on your registration with your employer. I believe when the RA 9504 took effect it required to update all registration. So that the new rate of tax exemption implemented thru this RA will be effected to taxpayers ITR. which increased to 50K for married, single or head of the family. the dependents can only be accredited to either one of you. But it usually goes to the father. Both of you can have the 50K exemption. That is if your both working.

Hellow Chai, you can get a TIN Card but you will need to request this with the Revenue District Officer based on RR 5-2010 ruling.

Sir: ask ko lang po tungkol sa tax excemption. pano po kung mag-aswa parehong nagtatrabaho, example po may 4 silang anak, pareho po ba silang magiging tax exempt dahil sa kanilang dependents?

hi, gusto ko po sana magpatransfer ng rdo from cubao to trece martirez, ask ko lang po kung pwede scanned 1905 form ang isend ko, tsaka po kung pwede malaman kung sino pwede contact person at email add na magrereceive ng transfer ko sa RDO 040. It would be a big help kung matutulungan nyo ko. Thanks po.

Hi Edwin, you can request for a TIN card with the Revenue District Office of the BIR where your TIN is currently registered. To know this, just call the BIR TIN Verification Office at 926-8339 this is their updated number or the BIR Contact center at 981-8888. Get the address of your RDO. Thats where you will be going. The BIR form you will need is BIR form 1905 Part II check box “K” write down TIN Card.
